Unfortunately, since this forum concentrates on VPN technologies, this question doesn't appear to be any community members area of expertise. On the other hand, I found some information at:
http://www.cisco.com/pcgi-bin/Support/PSP/psp_view.pl?p=Internetworking:ATM:ATM_General
particularly in the "Implementation and Configuration" section that you may useful. If you need to open a TAC case for one of that departments specialists to assist you, go here:

and click on "open a TAC case"

Normally, the pvc 0/5 is reserved for q.2931,pvc 0/16 is reserved for ILMI,so when you creat the pvc,you can't select them.
By the way,"atm pvc" command was replaced by "pvc" in IOS 12.0,and have not the "llc" parameter.
You must creat q.2931 PVC,when you use SVC.(note:q.2931 pvc must be set up only on a main interface, not on the subinterfaces.)
You had better to visit http://www.cisco.com/univercd/cc/td/doc/product/software/ios121/121cgcr/wan_c/wcdatm.htm
for example:
1.creat a pvc with AAL5 and LLC/SNAP.
route(config-if)#pvc 0/6
2.creat q.2931 pvc,when you use SVC.
route(config-if)#pvc 0/5 qsaal
