CoPP on gateway routers

Hi,

I have two questions concerning the use of CoPP on internet routers:

1- Can CoPP and CoPr replace somehow the use of ACLs on ISP facing interfaces

2- I was going through the best practises guide of CoPP and didn't clearly understand if all data plane traffic passes through the Control plane( this is weird a bit but the statement that mislead me is the below:

(Note: that “Control Plane Policing” is something of a misnomer because CoPP generally protects the punt path to the route processor and not solely the control plane')
