CSACS won't start (new install)

I just followed the followed the installation procedures for Using CiscoSecure with Oracle's Distributed Database Feature and CS won't start. I am seeing the following in the log:

26 Sep 2002 11:38:46 GMT Severity Level: 8 Error#0 Msg:DBFactory Error: driver was unable to connect to the data

source, driver msg: [ORA-12154: TNS:could not resolve service name - (csecure/********@snap)]

Snap is the TNS service name. Oracle is running in the background.

The dbserver.log is showing:

Unable to start DatabaseMgr, Exception: DatabaseMgr Error: Unable to open at least one connect to the data source.

DBServer failed to initialize, exiting...

DBServer has shut down...

DBServer has shut down...

This server is going to be the snapshot server and the noc server is yet to be brought up. Is this telling me that I need the noc server up before starting CiscoSecure?

We are running on Solaris 7. CS ver. 2.3(6)

You need to bring up the noc server first. It is clear from the dbserver.log that it cannot establish connection to the backend.
