DDOS Attack

One of my ISP client Internet Router ( 7206 VXR) is under DOS attack. The impact is very serious and it cause the OC-3 connection extremely high ( ~95%). It make difficult to filter it out because the source of the attack keep on varying from 1 location to another. So, what is the better method to use to stop it? Rate limit? If so, what is the rate value that I should use? Will this rate degrade my WAN speed? Thanks

You should start off by reading these documents on packet floods http://www.cisco.com/warp/public/707/22.html and http://www.pentics.net/denial-of-service/white-papers/smurf.cgi

You might want to show these to your ISP too.
