different sa lifetime

Router A has a lifetime of 100 secs and Router B has 150 secs. I know that the lifetime will be 100 secs when negotiated. However if Router A has a kilobyte limit set to 200k and Router B has a kilobtye limit set to 50k will the 50k value be used? Does the negotiation of SA take the lowest lifetime values in seconds and then the lowest kilobytes or will the sa fail to come up?

I dont there is a negotiation of SA. Rather i think it is local to a router. It should come up and should take the lower value of the 2 routers. BUt i say this of practical stuff not sure if it is documented
