Differing upload/download speeds over VPN

We have a DS3 connection to the internet. And two of our sites connect over VPN. A simple connectivity diagram to represent it is as follows:

Internet

Desktop---VPN-Router1----Internet Router1 --------------------- Internet Router2 ------- VPN Router2--- Sun Server

VPN over DS3

I can download files to the desktop from the server at 800Kbps + but can upload at less than 50 Kbps. I am using secure copy (WinSCP at desktop and openSSL on the server)

Any clues where I could start looking for issues

We dont have any rate limiting. Queueing is FIFO.

hi

instead of uploading via your vpn connectivity have you tried doing some upload in the public ip on the remote end ?

that will help to identify whether the traffic passing via the tunnel really have some effect or not.

The issue was identified as a problem iwth SCP and had nothing to do with the network.
