I have a Cisco 7200 VXR central router with an SA-VAM for 30 remote sites to VPN back. Occasionally I am getting this error on the console when one of the VPN tunnel falls over. Any ideas what this error is?

I believe you are hitting a bug ID CSCdy51248. Here's the excerpt of this' bug:
With a large number of tunnels, following error message starts popping up on the console window:
IPSECcard: an error coming back 0006
There is a code that has fix for it, but it is interim. 12.2.13.4T.
You may want to open up a TAC case to get the proper IOS reccommendation.

Unfortunately, this is an "internal only" bug and hence it is not visible.
