Extended ping/trace with no enable privileges

Is there a way I can grant a user the privilege of doing an extended ping or trace without giving the "enable" access?

you can do this with aaa configured on Router. This requires a Tacacs+ or Radius Database where users profiles are kept.

IOS allows you to set the privilege level for individual commands. See the link below.
