GRE tunnel without IPSEC

I need to configure GRE tunnel without IPSec. I have made tunnel interfaces on both end. configured tunnel source and destination and routing. But it does not work. when I do "sh int t0" I have this line "Tunnel protocol/transport uninitialized"

Can GRE tunnel work without IPSEC?

Sure they can, GRE tunnels have been around a lot longer than IPsec. Usually, the problem is that the routers at each end lack a working path to the IP address identifying the tunnel endpoint at the other end. If "show ip route" looks correct (at both ends of the tunnel), post your configs (suitably sanitized).

I have found solution. I changed tunnel mode from gre to ipip and it started to work. I dont know why default gre mode does not work. If someone could give explanation on link. explaining this I would be gratefull.
