My PIX 520 has two interfaces. One Public (Internet connected) and one private. I NAT a private address space (172.16.10.0) that contains my web server and I allow VPN connections into the public interface that are assigned an address from 192.168.1.0. When I connect as a VPN user I would like to access the PDM and/or telnet functions from my client as they do for trusted addresses on the 172.x.x.x LAN. I have tried adding the telnet commands but nothing seems to help. Right now I have to open a remote console session with a trusted client and telnet back. Really poor performance.

You can use SSH instead of telnet to access the PIX from the outside interface.

I use VPN client and then telnet via the VPN client connection into the VPN IP address pool on the PIX to access the PIX (using the outside IP address) from the internet.
works fine.
