It seems you have opened multiple instances of same HPOV map.
The first time you invoke a HPOV map, it would be opened with read-write mode in which you can do all edit/delete operations. If you open the second instance of the same map, then it would be opened in read only mode.
Find out all HPOV sessions you are running and close the read only sessions and then edit alarms from read-write session.
