ICMP packet type

My netflow cache is showing a lot of packets with source/destination port 0000 0B00. And the source IP of these packet types seem to be originating from a directly connected (over Fast Ethernet) router interface.

Is this an ICMP packet type?

For example (real IP address hidden):

Fa0/0 xxx.xxx.0.5 Null 172.17.0.43 01 0000 0B00 1903

Where are you seeing this packet? I am not sure if you have decoded the packet rightly. If you are sure that 0000 and 0B00 are port numbers, then it is NOT an ICMP packets because, ICMP packets do not have port numbers. It must be either UDP or TCP packet.
