icmp requests before isakmp

Cisco VPN Client to Cisco3015 concentrator through some nasty clouds-ICMP is blocked for pings/traceroutes. Client begins connection process with requests from its UDP port 1960 to some high server UDP port (62515 eg). Hammers away for 10 minutes with hundreds of ICMP requests incrementing the client port by one: 1960, 1961 etc., each time. Destination responds with destination-port unreachable each time. Then, at approximately 10 min of doing this, the VPN client challenge comes up, gives me three attempts at connecting, and dies. I thought I would expect to see a client come up at port 500 UDP and start the phase 1????
