ICMP to Failover IP

I would like to permit icmp to a failover interface.

icmp permit <network> <netmask> ?????

I don't see any options for failover interfaces.

The PIX will only allow you to build rules for interfaces attached to the PIX. You can setup a LINK interface which will allow you to connect to the secondary node (as well as allows for stateful failover). The LINK interface is an interface on both nodes that are connected via a cross-over cable and set as the failover link with "failover link ".

Once you have that in place, you shouldn't need any additional rules to allow icmp to the secondary node's interfaces.
