Install Problem with Cisco VPN Client ver 4.7

I'm having a weird problem installing ver. 4.7 of the vpn client. It seems to have trouble installing the Deterministic Network Enhancer. The install either hangs (Installshield) or fails (msi). I've tried it on two Dell notebooks (different models) and the same result. What's up?

Before you install a new version of the VPN client for Windows, you must first uninstall any earlier versions of the VPN client. Refer to the "Uninstalling the VPN Client for Windows" section for instructions.
