Ipeec tunneling have packets loss ??

I setup a ipsec/tunnel. it seems to be working fine except even if I ping tunnel ip, I get 50% packets loss.

I adjust mtu to 1440 (tunnel mode) and broadcast/multicast seems working fine as well

but, I can not figure it out why I am getting packets loass

the ping is from tu0 ip point-to-point and only one path to the destination

like

int tu0

ip add 172.16.1.1

tu source ethernet e0/0

tu dest 192.168.1.1

and I ping 172.16.1.2 (remote), I got 50 packets loss

deb tu shows all encap tunnel and packets going through tunnel interface ??

I got it work with open udp 2500

I don't get it at all, why does UDP/2500 make a difference?
