IPSEC and bandwith limitation

Is it possible to limit the bandwith used for a VPN tunnel, but not for the physical interface? I just dont want the VPN to be able to take all bandwith..

Sadly I only have control over one of the peers so what I would need is to limit both incoming and outgoing traffic to a fixed limit...seems impossible to me?

What device are you using? PIX firewalls have no QOS features. IOS does, and vpn 3000 concentrators have some functionality in that realm.

limiting incoming traffic is impossible - anyone with a bigger pipe that you can always send as much data as they want and deny service to you.
