Check again the both Phase I and Phase II policy.

You probably miss sime details.

you failed the QM policy

May 22 14:25:04.886: ISAKMP (0:4924): phase 2 SA policy not acceptable! (local 10.40.14.30 remote 218.248.18.145)

Check the transform set and crypto acl from both sides. It looks like as the crypto acl which is failing. Crypto acl should be the mirror image in both peers.
