ISAKMP: Failed to allocate address for client from pool

I had been defining IP pool for VPN user using the command e.g

ip local pool XXX 192.168.4.1-192.168.4.7

This has been working fine. I then experiment using the following method:

ip local pool YYY 192.168.11.128 mask 255.255.255.248

This seem to only allocate 1 IP address of 192.168.11.128, after that any more connection, I get an error in the SYSLOG:

"ISAKMP: Failed to allocate address for client from pool YYY"

Doing the "sh ip local pool" showed:

Pool Begin End Mask Free In use

XXX 192.168.4.1 192.168.4.7 Not configured 7 0

Available Addresses:

192.168.4.1

192.168.4.2

192.168.4.3

192.168.4.4

192.168.4.5

192.168.4.6

192.168.4.7

Pool Begin End Mask Free In use

YYY 192.168.11.128 192.168.11.128 255.255.255.248 0 1

In Use Addresses:

192.168.11.128

I am running V 6.3.(4). Should I not get 8 IP address in the YYY pool from 192.168.11.128 to 192.168.11.135.

Found the problem, missing the end ip address

ip local pool YYY 192.168.11.128-192.168.11.135 mask 255.255.255.248
