L2TPv3 not passing traffic

Hi,

I am trying something in a lab before we implement.

We have a router at each end, behind a NATed CDMA router, and want to establish a layer 2 tunnel.

The CDMA routers are connecting to a private network and I am port forwarding all ports to the router behind it. The routers are setup to bring up a l2tpv3 tunnel.

The tunnel comes up, but I can not seem to get any traffic to work over it. But the stats of the session say packets are being sent and received, at each end.

Any help would be great. I have attached the configs.
