The PIX does not have any features that support any sort of rate limiting. This type of functionality is probably better suited for your Internet IOS based router rather than the PIX anyway. Hope this helps.
Absolutely, except the things you can do now is WAY more than the clockrate command does. You probably want to look into CAR (committed access rate). As with everything, there are about 1,000,000 ways to do this so you are probably going to want to do a little research before implementing anything. Good luck.
