I want to setup redundancy and load balancing between FR and ADSL. I want internet traffic to pass through the ADSL interface and all other traffic to pass through the FR interface. If either of the links fail all traffic should be rerouted to the live interface. What is the best way to accomplish this on a router?

Beside PBR, you should use HSRP to garantee the redudancy in case of failure.
You should implement PBR in the primay one (biggest priority).

If the ADSL failed how would FR kick in since the virtual interfaces will still be up and the router will still try to pass traffic to ADSL. Isn't HSRP for two routers? I am trying to do this on one router with two WAN interfaces.
