Mass notification messaging in NAC client?

Are there plans to incorporate mass notification pop-up messaging in the NAC client?

Another vendor mentioned it as something they have that Cisco doesn't - it would be handy to have for several reasons - network maint. reminders, emergency notification, etc.

Not to my knowledge. Please talk to your account team and have them file a feature request on your behalf. Most of CCA's features are added in the product via this route.
