I think I remember my Cisco rep saying the 7200 supports up to 2000 full duplex DES or 3DES tunnels at 90 mbps with the optional encryption acceleration adapter. I would guess maybe 500-700 maximum without the adapter. You obviously need to take into consideration the traffic, memory consumption, CPU utilization, features enabled, etc.
