As you have quoted in your second example you can have single IKE policy mentioned for 2 peers (but do remember to mention the induvidual peers under the IKE policy).
You need to have 2 different IPSEC policies defined for the peers though you are going to use the same kinda transform set,since the Local Lan block may vary in most of the cases (interesting traffic defined to get encrypted).
