OSPF and mGRE VPN tunnel

We had a lengthy service interruption between our hub VPN router (2811) and a spoke (1760). When service was restored, we had a 30-45 minute delay that OSPF seemed to be stuck in "init". Our MTU's match on both sides at 1400. The tunnel appears to go up and down, also.

When you say service interruption can you tell us a bit more about the cause of the interruption?

I am especially interested in your comment that the tunnel appeared to go up and down. I am guessing that the outage was caused by some issue in the provider network. And I am guessing that when things seemed to come up that there was actually some residual problem in the provider network. If the tunnel does not come up and stay up consistently I would imagine that some of the OSPF packets were getting dropped as the tunnel was unstable. The OSPF packet drop may be the thing that kept OSPF in the init state.
