OSPF EXSTART in MSFC2 EOBC0/6 interface

I have several MFSC2 in several CAT6509. When I do "sh ip os nei" I get:

either Full and DR or BDR or DROTHER, BUT also get Full and EXSTART on EOBC0/6.

Debuging gives me the following message:

6d04h: OSPF: Retransmitting DBD to 10.200.1.7 on EOBC0/6

6d04h: OSPF: Send DBD to 10.200.1.7 on EOBC0/6 seq 0x288 opt 0x42 flag 0x7 len 3

Question? Should I get neighbors on the MSFC2's internal interface and if so why is it in RXSTART when all its interfaces are in either Full/DR or BDR or DROTHER state. Please help.

MSFC2 vers are 12.1.2E (Enterprise) and CAT6509 are on 6.1.1b.
