If you are talking about configuration of username password for use in local authentication on a router or switch I do not believe that there is currently any way to force any password policy.
There is actually a way to enable a crude password policy in newer versions of the IOS using the 'security password min-length' command. The policy affects enable password, user passwords, enable secret, and line password. The following link has additional information on this command:
