Password quality enforcement in CS 3.x

I'm looking to upgrade to CiscoSecure 3.1 in the near future. I want to know if this tool can enforce password quality (minimum length, must include a number, can't use the last X passwords etc.).

Can anyone tell me this?

Here are the options available in 3.1:

- Password length between x and y characters

- Password may not contain the username

- Password is different from the previous value (only the last one)

- Password must be alphanumeric
