we found that pfss511 can not running on win2K, please advise to upgrade or add any patch.

The Pix firewall syslog server is not supported on Windows 2000. It is only supported on Windows NT.
You could try to download the Kiwi Syslog server off tucows.com, and get a Windows 2000 version of it.
