You must configure an IP address on both the actual interface and the failover interface for every active interface in the PIX, using the following two commands:
failover ip address
You need these two commands for each active interface. This does not configure stateful failover as you've suggested, it simply configures failover. If you want stateful failover then you need to use the additional command:
If you haven't configured any "failover ip address" commands then you're missing the basic fundamentals of configuring failover, and this is what the PIX is telling you.
