For this low end model PIX-501 with 10 users.I would like to know how the 10 users licences calculate?Is it mean 10 LAN users which is pointing to the firewall as the gateway?or the VPN users?

10 ip addresses making outbound connections from the Inside are counted.
As of 6.3, 501's support 10 vpn tunnels, before that they were limited to 5
