You can configure IRB (Integrated Routing and Bridging) on the Cisco 806 and make the ethernet interface as a bridging+routing interface and tie it to a BVI. Now with the Ethernet interface in bridging mode you can create MAC address filter and allow (or deny) the MAC addresses that can enter the router interface. The BVI interface in the router will route the traffic for you.
