I really dont have enough information to give a qualified answer but it sounds to me like youll probably want to look at dedicated devices, the VPN 3000 series at most (if not all) of the remote sites and probably a VPN 5000 at headquarters. This will be the easiest to setup, easiest to administer and probably the most reliable. There are other options like a big 7000 at HQ and a bunch of little routers at the remote sites. Im sure your Cisco rep would be more than happy to take a peek at your situation to be sure you make the correct recommendations.
