It depends on the DHCP server. It depends on your device.
dhcpd on unix, and MS's dhcp service allow you to enter lists of all authorized mac addresses, and only they can get ips (or each mac has a set relationship with an IP). But spoofing mac addresses is trivial on most OS's (linux, and most windows drivers support it OOTB). This, is thus a management intensive and not all that effective solution.
