Recommended method of connection using IPSEC to PIx 6.1

We are looking into what is the most secure and recommended way to connect to our pix version 6.1 from a windows 2000 workstation.

The win2000 wrkstn is already connected to the internet.

Do we use L2TP over IPSEC, Use Cisco VPN client etc.

In addition:

Can validation of username and password be done locally. We use TACACS+ but in testing it would be good to use local usernames.

Use the VPN client software version 3.51 with you AAA server for authentication. You cannot locally authenticate on the PIX.
