Is it possible to use the firewall feature set or by some other means to have a router only allow traffic though based on, of course among other things, if the IP header contains a MAC address from a list that is maintanined on some type of autehtication server?
No, it is not possible to do MAC-based security/filtering on a router. You might be already aware but just to make sure that it is possible on a Catalyst switch though. Search for Port Security on CCO and you'll find heaps of URLs.
