Does any one know of a proper way to secure telnet sessions to routers.

theres lots.
Some considerations:
1. how many routers? If its a large network look at a
centralized aaa system (cisco secure)
2. you can build a local authentication database on
each router and have users authenticate that way
heres an bit on dynamic access lists.

Otherways:
Access-lists with AAA/local Auth (however, hashs/passwords are open to public ie., not encrypted).
Better to use:
SSH
Kerberos
