Enable teh Start Before Logon feature of the VPN client (under Options - Windows Logon Properties), so that the VPN is bought up BEFORE you login to the domain. Make sure you send your WINS server IP address down as part of the VPN tunnel establishment.
If you bring up the VPN using a Dial-Up Networking connection, then set that up under the Connections tab of the Options - Properties window for that VPN connection. In the Dial-Up Networkng connection properties, under the Networking tab, make sure "Client for MS Networks" and "File and Printer sharing" and both checked (they're not by default). Under the WINS tab under the TCP/IP Properties window, make sure "Enable Netbios over TCP/IP" is checked.
You should be OK after that. Worst case scenario you may need to add the PDC into the lmhosts file on the local PC. Add it in with the #PRE and #DOM: options.
