is there any packet catching program to catch a software based vpn packet and hardware based vpn packet over public network? , because our company is considering on deploying vpn to access HQ via internet and the main consideration is in security and cost

Any network monitor or sniffer will do the trick for you. You shouldn’t be able to do much with the packets since it’s encrypted but you can at least view the header.
