I currently house a database and Web server at my site for one of my clients. My client is considering moving the database to their location while leaving the Web Server at my site. Is there any way for me to simulate a T1 either between two of my routers or over my 100MB LAN in an effort to restrict bandwidth to the two servers. I guess it would be sort of like QOS in reverse whereby I am wanting to set a maximum bandwith to guarantee.

You can use Generic Traffic Shaping on the LAN ports to throttle traffic to any bandwidth you want using the rate:

Compuware has some nice modeling software that will allow you to predict response times based upon different bandwidth scenarios. The downside is that it's not inexpensive. Good luck.

If you have 2 serial ports ports available on your routers, you could use X.21-cables (DTE-DCE) to simulate a T1 circuit. Use the clock rate on the DCE router to determin your bandwith.
