Telnet & VPN

I am in the process of developing a corporate VPN strategy, to access VPN via DSL, and implement thin client solution via Citrix and some web enabled applications. Part of the migration strategy will require interim support for Unix sessions to branches, via Telnet. I am told that Telnet is not over-reliable on VPN's due to latency issues. Is this factual. If so, what strategies exist with VPN providers so they may overcome this (if possible).

Mostly telnet is character based so did not much issues with them. I've seen more issues with HTTP/HTTPS due to the large packets on the way back with df bit set on. Normally the issues are mtu related, which could be overcome by setting the mtu on the clients to say 1400 to allow room for the extra ipsec headers.
