While you cannot directly telnet to vty 4, the VTY's are use consecutively. This means that if you need to connect to vty 4,you can initiate 5 sessions to the router. Leave the first 4 sitting at the password prompt (effectively tying up VTY's 0-3) and your 5th session will be on vty 4 (of course this is assuming that no-one else is logging into the router!). Many people have the last VTY locked down differently to the others to try and avoid the "sieze all the VTY" type DoS attacks and for testing AAA (apply the AAA only to vty 0-3 and leave 4 as a normal vty. You can feel REALLY REALLY silly by changing all of the vtys at the same time and then discovering that your AAA setup is incorrect!)
