Troubleshooting ACS-RSA integration

Recently I have implemented 4 ACS server over Windows. They will be using RSA SecureID server as external DB for authentication. After I installed the ACE client on the servers and do the necessary configuration, only two units are working fine, while the other two are not working: The users authentication will fail with an "External DB password invalid" error.

I have checked the manual but it seems got no troubleshooting guide on this. Could anybody guide me on how to troubleshoot this issue? thanks!
