Upgrading IOS from 12.2(2)T to 12.2(8)T4 and experiencing memory problems

Upgrading IOS on a 2621 from 12.2(2)T to 12.2(8)T4 and experiencing memory warnings. Iomem is reallocated by the router from 25% down to 20%. On reload I get the error message:

Warning: Attempting a memory partition that does not provide enough Processor memory for

the current image.If you write memory now, this version of software may not be able to

run.

I backed out and reverted to 12.2(2)T. The reason for going to 12.2(8)T was to provide VPN client access. The router has 16MB flash and 64MB DRAM as suggested memory requirements for the IOS upgrade. It is currently running IOS firewall and used as host router for 8 VPN remote tunnels and minimal routing. It has two fixed ethernet and one ethernet on a WIC and the AIM VPN module. Is there anything I can do to get 12.2(8)T to work properly on this box?

I looked up 12.2(8)T4 on Software planner and it looks as if there were a number of critical bugs so Cisco pulled it and recommends 12.2(8)T5 instead. I would try that before continuing.
