VMS 2.1, IDSMC, 42xx appliance -- problem pushing configs to sensors

I am using VMS 2.1 with the IDSMC and have both 4210 and 4230 appliance sensors running the 3.1 rel in production and 3.0 in test. I am running into problems pushing the new configs to the sensors... after I deploy them, the changes remain in "pending" status indefinitely, even when choosing immediate. Can anyone help me with this problem?

One possible reason for sensors not working properly is that they were previously talking to a different managemant device.
