Can you route DecNet over a GRE tunnel, if not how do you encapsulation Decnet in IP, or am I strecthing it?

Just assign a DECnet cost to the tunnel interface...we've done it.

That does help, I didn't want to invest in the Enterprise Edition if it didn't work.
