VPN and tolerances for packet loss, latency

We user the Cisco CVPN3030 and the Cisco CVPN client 3.5 (and 3.5 on the concentrator.) My question is - how crappy can the overall Internet end-to-end path be and still have the tunnel remain established? That is - at what point will latency or packet loss or bandwidth contstraints prevent a tunnel from remaining established? Are there any parameters that can make a tunnel more resiliant/tolerant of poor conditions such as high latency, low bandwidth etc. ??

It can be pretty bad. I often VPN at 22bps when traveling and while slow, it does work. You can’t do QoS over the Internet.
