After I install the client Windows will not load. If I boot in to Safe Mode I can remove the software and Windows will load normally.

Any ideas what might be causing the conflict?

Try first disabling any firewall, anti-virus or any weird third party software that may be installed in your PC, then install the VPN client. After which you can load the other softwares.

I would personally get rid of Windows ME, to be honest it's an awful operating system that causes more than a few headaches and may have some compatability issues with the software you are installing.

I agree. Unfortunately, that is not my choice because it is one of my user's home computers.
