You'll have to provide more information, perhaps even a scrubbed configuration for anyone to provide much feedback. However, the VPN tunnels don't come up until interesting traffic is detected that needs to be encrypted and shipped over said tunnel.
So, it's possible that the 'cmd' you're looking for is really to generate said interesting traffic, perhaps by doing a simple ping, etc, from one of the endpoints using the tunnel.
